These applicants must be able to provide Head Start services in Shawnee County and must demonstrate they meet the statutory standards for designation as a Head Start and/or Early Head Start agency under the Head Start Act.
For proposals that are Early Head Start only, eligibility is broader under Section 645A(d) of the Head Start Act (42 U.S.C. 9840A(d)). Public or private nonprofits (including faith-based and community-based organizations) and for-profit organizations in the service area may apply as long as they can deliver Early Head Start services to children and families residing in Shawnee County. Organizations already operating Head Start programs are explicitly allowed to operate Early Head Start as well, and faith-based organizations are eligible as long as they meet the standard grant requirements; the FOA references ACF guidance for faith-based applicants.
The FOA also makes clear who cannot apply. Applications from individuals, including sole proprietorships, are not eligible. Foreign entities are also not eligible. In both cases, such applications will be disqualified from competitive review and will not be considered for funding.
